According to the US Department of Agriculture:
International Standards for Phytosanitary Measures No. 15 require all solid wood packing material to be heat treated and stamped with an official mark. ISPM 15 requirements apply to all hardwood and softwood (coniferous and non-coniferous) packaging materials. The standard does not apply to wood packaging made wholly of manufactured wood products such as plywood, particleboard, oriented strand board, or products created using glue, heat and pressure, or a combination of these. The second alternative, Fumigation with Methyl Bromide (MB), while still acceptable is being phased out because of environmental reasons. The fumigator must be registered in the program in order to issue the ALSC Quality Mark. Important note to exporters: ISPM 15 requirements apply to all coniferous (softwood) and non-coniferous (hardwood) packing materials including dunnage. U.S. Inspection Agencies control the issuance of the ALSC Quality Mark and the presence of the Quality Mark ensures WPM produced in the U.S. and destined for export meets the importing countries regulations. Trading partners are adopting the ISPM15 in their import regulations. As the National Plant Protection Organization of the United States, the United States Department of Agriculture, in coordination with the wood packaging material industry, has developed an export program to guarantee compliance with the import requirements of trading countries. The program insures certified treatment and marking of wood packaging material for international trade while maintaining traceability of the packaging material. The integrity of the program is dependent upon industry compliance.
Heat Treating (or HT) is the process of heating wood or wood packaging such that the core temperature of the wood reaches 56 degrees C for a minimum period of 30 minutes.
- Once this temperature/time combination is achieved, it is accepted by most industrialized countries that the wood is free of pests that could be harmful to forests.
- Heat treating is considered an environmentally preferable alternative to fumigation.

The best-raised beds mix the new, rich soil in with the existing soil underneath, to prevent having a sharp delineation between soil textures. To do this, you’ll need to remove the grass, till, and level the ground underneath your raised bed location, then incorporate compost and organic matter into the ground soil before topping off the bed with new soil.
If the bed is higher than 12” you can probably get by putting the new soil on top of the grass but line the bottom of the bed with biodegradable paper or landscape fabric first to prevent weeds.

Founders Gussie and Louise Willett started Custom Pallets Inc. in their two-car garage in 1973, an addition was added on the following year. In 1975 the facility was moved across the street with its first real 1200 sq ft building being built. Over the years the facility has had several building additions totaling six buildings with over 14,000 sq ft on over two acres of land.
In the early days, Custom Pallets Inc. expanded from making wooden boxes for friends to making pallets for a local paper company. Gussie's vision brought him into manufacturing wooden demi crates for the emerging spring water companies. As times have changed so has Custom Pallets Inc. now mainly we manufacture pallets on our two Viking Champion nail machines, a long way from the hammer and nail system from 1973. Custom Pallets Inc. has not forgotten our roots we still make custom made pallets, shipping boxes, and crates of any size. We specialize in being able to accommodate our customers with quantities of one to thousands of any product needs.
Most Recently a heat treatment facility was added in 2005 to keep up with the ever-emerging exporting regulations. Custom Pallets Inc. is ISPM 15 certified. Gussie and Louise have both passed. The next 2 generations, daughters Tammy Norton and Terry Anderson, and grandson Adam Norton now operate the business.
